Road to ASEAN Political Security Community Vision 2025: Understanding Convergence and Divergence in ASEAN Voting Behaviors in the UNGA

While the ASEAN Political-Security Community (APSC) Blueprint 2025 envisages a centrality of regional architecture in responding to security challenges region, divided positions among member states – mostly visible South China Sea dispute have deepened pessimism on fate APSC. Notwithstanding persisting intra-ASEAN disunity, organization has been projecting goal global political arena. The highlights ASEAN’s emerging role as ‘hub’ cooperation Asia-Pacific hence cohesion is highly expected. This paper aims examine and how it aligns with institution’s community-building project. To this aim, primarily looks at pattern divergence convergence voting behavior across issues discussed UN General Assembly. It also underscores underlying factors behind patterns. Using Agreement Index (AI), found that states’ converges colonialism, law sea, Mediterranean military expenditures, outer space, peace, transnational crimes. Alternatively, diverges resolutions related arms transfer, counterterrorism, armed conflict. Contributing include states' preferences, identity, value, norms, cognitive prior organization, well alliance major powers’ preferences.
